Congress controls the purse, the rules of the constitution states he can spend what congress allows. Congress has already determined the budget. This executive order falls within that budget. That’s why it’s an executive order, and not an Act sent to Congress we’re done here. Show the body camera, that the cops announced who they were. Then talk to all the people who heard nothing.
